The point is Devin is so stupid he COULDN'T play offense in college, but the Bears are so devoid at receiver they are praying that he can figure out an NFL offense.
This strip is obviously pointing out that Devin doesn't know where to line up! Big brother "Moose" has to help him in every day situations as well.
This is also pointing out that Devin is not the brightest. He reasons that he can only wait in the 10 items or less line because he has 2 things. He finally comes to the conclusion that if he buys more cereal, he could then use the other line because he'll have more than ten items.
I originally wrote, "I'll buy ten boxes of cereal and return nine of them." But I felt the strip was already too difficult to read, so I cut it out. At some point, I have to stop piling on the half-funny incoherent thoughts.
